단기체류 외국인 숙박신고 제도 안내
무엇을 위한 제도인가
감염병·테러 등 위기 상황에서 한국에 90일 이하로 체류하는 외국인의 숙박 정보를 신속히 파악해 공공의 안전을 높이기 위한 제도다.
누가 대상인가
단기체류 외국인: B-1(사증면제), B-2(관광·통과), C-1(일시취재), C-3(단기방문), C-4(단기취업) 등 90일 이하 체류 자격 보유자
대상이 아닌 경우: 외국인등록증 또는 외국국적동포 거소신고증 소지자는 제도 대상이 아님
언제 신고하나
정부가 감염병예방법 ‘관심’ 이상, 또는 국민보호와 공공안전을 위한 테러 대비법 ‘주의’ 이상의 위기경보를 발령한 때
위기경보 기간에 숙박이 발생하면 적용
무엇을 제출하나
외국인 본인: 여권 또는 여행증명서(사본 가능)
숙박업자: 외국인이 제공한 기본정보를 바탕으로 신고
누가 신고 의무를 지나
숙박업자(호텔·민박·관광숙박업 등)
외국인이 체크인할 때 받은 정보를 12시간 이내 법무부에 신고
참고: 제도는 외국인이 직접 신고하는 제도 아님. 다만 현장 협조(여권 제시 등)는 의무.

앱 사용: 포스터의 QR코드로 안드로이드·iOS 앱 설치
시스템 사용이 어려울 때
법무부가 제공하는 신고서식을 활용해 이메일, 팩스, 전화, 문자메시지 등으로 관할 출입국·외국인관서에 신고
과태료
미이행 시 최대 50만 원의 과태료 부과 가능(숙박업자 및 미협조 시 동일 수준 안내)

Accommodation Reporting for Short-Term Foreign Visitors
Purpose
To protect public safety during disease outbreaks or security threats by promptly identifying where short-term foreign visitors (stay ≤ 90 days) are accommodated.
Who is covered
Short-term visa holders: B-1 (Visa Exemption), B-2 (Tourism/Transit), C-1 (Short-Term News Coverage), C-3 (Short-Term Visit), C-4 (Short-Term Employment), etc.
Not covered: Holders of an Alien Registration Card or Overseas Korean Residence Card.
When reporting is required
When the government issues a crisis alert of “Attention” or higher under the Infectious Disease Control and Prevention Act, or “Caution” or higher under the Act on Counter-Terrorism for the Protection of Citizens and Public Security.
What to submit
Visitor: Passport or Travel Document (copy acceptable).
Accommodation provider: Submit the information provided by the visitor.
Who must report
Accommodation providers (hotels, tourist accommodations, licensed guesthouses, etc.).
Report to the Ministry of Justice within 12 hours of check-in.
Note: Visitors do not file the report themselves but must cooperate by presenting documents.
How to report
Use the Accommodation Reporting System
Web/App: kstay.hikorea.go.kr
Install the mobile app via the QR codes on the poster (Android / iOS).
If the system is unavailable
Use the official form and report to the competent immigration office via email, fax, phone, or text message.
Administrative fine
Non-compliance may result in an administrative fine of up to KRW 500,000.
