4) 기업(고용주) 입장에서 보는 ‘핵심 요건’

임금요건: 전년도 1인당 GNI(국민총소득) 80% 이상
업체요건: 해수부가 정하는 요건 충족(예: 양식허가·면허/종자생산업 허가 관련 서류, 사업계획서, 등기부등본, 고용계약서 등 제출 기반 심사)
업체당 고용인원: 원칙적으로 최대 3명(단, 시범운영 품목은 2명)

Expansion of Foreign Aquaculture Technicians Hiring in Korea (E-7-3) — 2026 Key Summary

The Ministry of Oceans and Fisheries and the Ministry of Justice will expand the hiring scope for foreign aquaculture technicians from being limited to sea cucumber to 16 aquaculture species, running a 2-year pilot starting Jan 2, 2026.

1) What’s new

Visa category: E-7-3 (General Skilled Worker) for aquaculture technicians (job code 6301).
Pilot scale: About 200 workers per year during the pilot period, with up to 2 per company for pilot items.

2) Eligible species (pilot additions)

Fish (flatfish, rockfish, mullet, red sea bream), shellfish (single-seed oyster, mussel, clam, ark shell, abalone), crustacean (whiteleg shrimp), seaweed (gim, sea mustard, kelp), and invertebrates (sea squirt, sea pineapple, “oman-dungi”), plus sea cucumber.

3) Employer requirements (high level)

Wage: at least 80% of last year’s per-capita GNI. Company eligibility: must meet MOF requirements and submit supporting documents (licenses/permits, business plan, registry, contract, etc.).

Headcount: generally up to 3 per firm, but 2 per firm for pilot items.
